Ind. Toll Road says 16% of cars pull into wrong pay lanes
From Chicago Sun Times:

PORTAGE, Ind. -- Confusion over which lanes can be used for cash or electronic payments has caused backups at toll booths along the Indiana Toll Road, Interstate 90.

16%? That seems SHOCKINGLY low to me.

It only SEEMS shockingly low.

When traffic is dense, it only takes a relative few drivers being "dense" to royally [screw] up the flow.

16% is one car out of six.

Believe me, that's more than enough to [screw] things up for everybody else and, when you really think about it, its an alarmingly HIGH number of people who are either (a) not paying enough attention to their driving or (b) quite literally too damned ignorant to be allowed out there in the first place.
