Okay, I think I can see what she's "trying to say" vs what she "actually said."

It takes a village, if a child succeeds in life, then everyone else does better - and there's more tax revenue. If the child fails - we have another dependent.

Government funded foster care needs to take the burden of being a responsible parent caring and teaching their children responsibility and accountability, and institutionalizes the individual into a unit that can be weighed and measured, and ultimately taxed. The "investment" pays off, for the collective.

Either way, how does putting more money in "education" solve the problem?
